The FCC has released a Small Entity Compliance Guide to assist small businesses, organizations, and governmental entities in complying with new rules aimed at combating unlawful text messages, as outlined in their March 2023 Report and Order. These rules require mobile wireless providers to block texts that are likely to be illegal, such as those from invalid or unused numbers, without needing consumer consent. Providers must also establish a point of contact for resolving complaints about erroneously blocked texts. The mandatory blocking rules will take effect on September 3, 2024, following approval from the Office of Management and Budget.
