A document that has been delivered to the Community of Madrid after a meeting with representatives of the same and that is also of interest to the Government of Spain and national organizations that are promoting the Digital Spain Plan 2025. With the aim of promoting Madrid as a Digital Hub in southern Europe, the digital infrastructure sector has come together to ask the Public Administrations for their collaboration. An initiative in which Aire Networks participates and which has materialized in the Decalogue for the Impulse of Madrid and Spain as a Digital Hub for Southern Europe . A document that has been delivered to the Community of Madrid after a meeting with representatives of the same and that is also of interest to the Government of Spain and national organizations that are promoting the Digital Spain Plan 2025. This decalogue has been prepared by the Aslan association in collaboration with the Expert Group "Infrastructures for IT service providers (xSP)" and executives of associated companies. Carlos García Blanco, director of OasIX, the company's cloud solutions and data center area, participated on the part of Aire Networks .

"
In the decalogue, the group of experts and managers of companies in the sector draws attention to the fact that it is an industry that attracts talent, has a multiplier effect on investments, acts as a lever for economic growth in the regions and helps to build more digital and modern societies. Here is a summary of the recommendations, which can be expanded by downloading and reading the decalogue: 1.  Promote Madrid from the institutions to attract investments in cross-border digital infrastructures: Madrid has the opportunity to become the digital business node in southern Europe, but for this it needs to attract more investment in digital infrastructures. 2. Betting on digital infrastructures as a pillar of attraction for the new digital economy: competing in the field of the digital economy means leaving behind old practices and limitations in terms of IT and betting on developing interconnected, scalable and secure infrastructures. 3. Raise awareness about the security and sovereignty of data as a strategic asset of companies and public institutions: data sovereignty requires the freedom of choice of technology providers, both hardware and software and services, without blockages or hidden costs. But it must also be based on transparent communication about the location of the data, ensuring that it is being treated based on European regulatory frameworks and respecting your privacy. 4. Promote sustainability and CO2 reduction through digitization: data processing centers are a pole of attraction for the energy industry which, in turn, must take responsibility for having enough renewable energy to cover the high energy consumption that the sector demands. These important consumptions of the data centers are directly linked to the reduction of the CO2 footprint. The digital transformation that takes place in them drastically reduces, in a ratio at least 1: 3, the CO2 footprint of the industry based on analog processes. 5. Improve public procurement processes to speed up the adoption of innovative technological solutions: bidding companies encounter bureaucratic difficulties when contracting because the processes set by the Public Administration are slow and do not adapt to the technological solutions available in the market and their forms of consumption. Companies in the technology sector and data processing centers demand that there be greater alignment between contracting vehicles and knowledge and forms of consumption of technological solutions. 6. Facilitate and promote specialized talent: to promote the growth of our region and our competitiveness, it is important that there are companies capable of rapidly training in new technologies. Companies capable of creating functions, scaling jobs and generating wealth to compete in a globalized market, which is only achieved if we can incubate and attract talent, and then RETAIN IT! 7. Co-finance competitive and sustainable interconnection infrastructures: the private sector is making a titanic investment effort so that Spain has sufficient telecommunications networks to cover all the needs of society. But success will only come if the public sector helps in this investment effort through the European Reconstruction Funds. 8. Facilitate that the infrastructures are prepared for the landing of cross-border connections: with this situation of development of cross-border connections through submarine cables, Spain must prepare not only the landing points for mooring on the coast, but also facilitate the manager of these submarine cables a prepared and robust digital infrastructure to Madrid, the main interconnection node in southern Europe, the “digital port of Spain”. In this way, we will prevent the mooring of future cables from being transferred to other places, such as Marseille or Genoa, which have direct connections to other hubs in Europe. 9. Facilitate the necessary procedures to create IT infrastructures through a specialized interlocutor / one-stop shop: the Administration should consider those specific needs that distinguish or make these companies different from many others. It refers specifically to the spaces occupied by the infrastructures and the regulations that they must comply with. 10. Study the possibilities of reconversion of land, technological parks and existing public infrastructures for IT infrastructures: regional and local governments, as well as the government of Spain have infrastructures underused or with prices outside the market in terms of telecommunications. These assets could be used both for the interconnection of data centers in diversified areas in the national territory, as well as to reach marginal areas.
